CPD in schools can be funded in many ways, including the school budget. Primarily, it is funded from grants. Several are available on an annual basis:
Better School Fund
This grant is issued by the Welsh Assembly Government annually and currently addresses six priority areas which are:
• Improving Standards and Achievement (Transition, Basic Skills and MFL at Key Stage 2)
• Revised Curriculum and Assessment Arrangements
• Pupil Support, Safeguarding and Child Protection
• Inclusion
• Iaith Pawb mewn Ysgolion
• ICT in Schools
The grant is held by the Local Authority and administered by ESIS. A high percentage of this funding is delegated to schools and can be accessed via the school's CPD Coordinator.
General Teaching Council for Wales
The General Teaching Council for Wales administers the individually focused CPD funding programme on behalf of the Welsh Assembly Government. The Assembly makes available funds of £3 million annually, which enables the GTCW to approve applications from approximately 4,500 teachers. Applications need to be made to the GTCW by the individual.
Newly Qualified Teachers
Funding is given directly to schools by the GTCW to support Newly Qualified Teachers. The CPD coordinator in the school will ensure the teacher is supported throughout the NQT induction period.
• Submit NQT Induction Record to GTCW at the start of term
• Submit Induction Assessment Record to LEA on completion of a term of Induction by the NQT
Funding will then be released to the school by GTCW (termly and retrospectively) on receipt of notification from LA that the NQT has completed a Term of Induction.
EPD Teachers
Teachers in their second and third years of teaching receive £1000 a year via GTCW to support their professional development. This is given directly to the school by GTCW on receipt of the EPD Planning / Evaluation Forms.
• Submit either the First or Second Year of EPD Planning Form to GTCW when the teacher starts the EPD year
• Submit the First or Second Year of EPD Evaluation Form to GTCW on completion of a year of EPD
Funding will then be released to school by GTCW (annually and retrospectively), on receipt of the Evaluation Form and on checking the eligibility of the actual EPD activity completed as recorded on the Evaluation Form. For further information on grants available from GTCW visit www.gtcw.org.uk
